Dominica’s Citizenship by Investment (CBI) Programme has undergone significant changes following the enactment of the CBI Regulations 2024, gazetted on 28 June 2024. These alterations mark a pivotal moment in the evolution of the Programme, aiming to enhance transparency, efficiency, and investor confidence.
The Commonwealth of Dominica introduced these changes to synchronise its CBI Programme with the goals outlined in the Memorandum of Agreement among the Organisation of Eastern Caribbean States (OECS) nations. We look at how these updates have affected the Real Estate Investment Option.
Enhanced Transparency and Compliance
The recent changes to Dominica’s CBI Programme reflect a commitment to bolstering transparency and compliance within the Programme. By introducing stricter regulations, the government seeks to ensure that investments align with the highest standards of due diligence and integrity.
Updates to the Real Estate Investment Option
Dominica has adjusted the government fee for the Real Estate Investment Option. This is to align with current market trends and stakeholder expectations. In addition to promoting regional prosperity, these revisions aim to make the real estate investment avenue more accessible and appealing to a wider investor base while upholding the Programme’s credibility and sustainability.
Government Fees for Real Estate Investments
In response to market dynamics and stakeholder feedback, revisions have been made to the government fees for real estate investments. The minimum real estate investment remains at US$200,000.
New government fees, effective 1 July 2024, for a single applicant is US$75,000 and for the main applicant and up to three dependants is US$100,000.

Boosting Investor Confidence and Opportunities
Below are additional modifications to the Programme as outlined in the 2024 Regulations.
Financial Intelligence Unit (FIU) Responsibilities. In the pursuit of bolstering anti-money laundering and counter-terrorism financing efforts, the 2024 Regulations assign specific responsibilities to the FIU.
Name Change Prohibition. An essential regulation update is the clear prohibition on name changes for individuals applying for citizenship via the CBI Programme.
These modifications are set to elevate investor confidence and stimulate growth in Dominica. With a renewed focus on compliance, transparency, and investor protection, the Programme aims to attract high-quality investors that align with the nation’s vision for sustainable development and economic prosperity.
