Dominica Citizenship by Investment Application Process

Dominica’s Citizenship by Investment (CBI) Programme is renowned for it’s efficient and attractive investment paths to alternative citizenship. With a strong due diligence framework, efficient processing times, and benefits, the Programme is trusted by families, entrepreneurs, and investors worldwide. In this article, we walk you through the Dominica Citizenship by Investment application process, from choosing an Authorised Agent to receiving your Certificate of Naturalisation and applying for your passport.

Step 1. Choose a Licensed Authorised Agent

The first step in the Dominica Citizenship by Investment application process is to select a government-approved Authorised Agent. Only these licensed professionals are permitted to submit applications on behalf of investors. A list of all recognised Authorised Agents is available here.

Your chosen agent will help:

  1. Explain your investment options
  2. Collect the required documentation
  3. Complete and submit the official forms
  4. Communicate with the Citizenship by Investment Unit (CBIU) on your behalf

Tip: Always verify your agent’s credentials and confirm they appear on the official list before proceeding.

Step 2. Select Your Investment Option

Dominica offers two primary investment options for applicants:

1. Economic Diversification Fund (EDF)

A non-refundable government contribution that supports national development projects such as education, healthcare, infrastructure, and climate resilience.

Minimum contribution amounts:

  • US$200,000 (two hundred thousand United States dollars) for the main applicant;
  • US$250,000 (two hundred and fifty thousand United States dollars) for the main applicant and up to three qualifying dependants;
  • US$25,000 (twenty-five thousand United States dollars) for any additional dependant under the age of eighteen;
  • US$40,000 (forty thousand United States dollars) for any additional dependant eighteen years of age or older;

Additional Fees apply. Read all about the Economic Diversification Fund (EDF) here.

2. Real Estate Investment

An investment in pre-approved real estate projects (mostly eco-luxury resorts or boutique developments), with a minimum value of US$200,000. You must hold the real estate for either three years from the date you receive citizenship or, if the future purchaser is also applying for citizenship through investment, five years from the date you receive citizenship.

Additional government fees apply based on the number of dependants.

Step 3. Prepare Your Application and Supporting Documents

After you choose your investment option, your Authorised Agent will help you gather all the required documents. These typically include:

  • Completed CBI application forms
  • Valid passport(s)
  • Birth and marriage certificates
  • Police clearance certificate(s)
  • Medical examination reports
  • Proof of source of funds
  • Financial statements and employment verification

All documents must be:

  • In English or officially translated
  • Notarised or apostilled, depending on origin
  • Recent (usually no more than 3–6 months old)

Your agent will ensure everything is complete and compliant before submission.

Step 4. Undergo Due Diligence Checks

Dominica places a strong emphasis on integrity and transparency. All applicants undergo a comprehensive multi-tiered due diligence process conducted by international agencies and the CBIU.

This includes:

  • Background checks
  • Source of funds verification
  • International watchlist screenings

Due diligence fees apply.

Step 5. Application Submission and CBIU Review

Your agent will submit the full application package to the Citizenship by Investment Unit (CBIU). The unit then carefully reviews all documents and due diligence reports.

Processing Time: Approximately 60–90 days from submission to approval (varies depending on individual circumstances).

During this period, you may be asked for clarification or additional documents. It is important to respond promptly via your agent.

Step 6. Receive Letter of Approval in Principle

Once your application is approved, you will receive an official Letter of Approval in Principle. At this stage, you are required to:

  • Make the full EDF contribution or
  • Finalise the real estate purchase (and submit proof)

These payments must be made within a certain timeframe of receiving the approval letter.

7. Obtain Your Certificate of Naturalisation and apply for your Passport

Upon confirmation of your investment, you will receive your certificate of naturalisation.

Documents are either delivered via your agent or collected from a Dominican embassy, depending on your location and preferences. You can then also apply for your Dominican passport.
