Dominica CBIU secures two awards at the 7th annual CIS 2025 in Antigua

The Citizenship by Investment Unit (CBIU) of Dominica has added two accolades to its name, affirming its global leadership in sustainable and resilient investment migration practices. At the 7th annual Caribbean Investment Summit (CIS) 2025, held in Antigua and Barbuda from April 22 to 26, the CBIU was honoured with the Climate Resilience Leadership Excellence Award 2025 and the Sustainable Development Impact Award 2025.

The recognition highlights Dominica’s strategic vision of aligning investment migration with national development and environmental stewardship—an approach that has distinguished the island as a pioneer on the global stage.

Championing Climate Resilience at the Core

Dominica’s commitment to climate resilience has been internationally recognized since 2017, when Prime Minister Roosevelt Skerrit declared at the United Nations that Dominica would become “the world’s first climate-resilient nation.” This bold vision has since been embedded across all sectors of governance, with the Citizenship by Investment Programme playing a central role in financing the country’s transformation.

The Climate Resilience Leadership Excellence Award reflects Dominica’s innovative efforts in integrating sustainability into its development policies. Citizenship by Investment funds have been pivotal in financing climate-resilient housing, disaster-resistant infrastructure, renewable energy projects, and emergency response systems—ensuring that development withstands the impacts of an increasingly volatile climate.

Complementing its resilience achievements, Dominica’s Citizenship by Investment Programme has also been recognized for its broader contribution to sustainable development. The Sustainable Development Impact Award acknowledges the CBIU’s success in aligning its projects with the United Nations Sustainable Development Goals (SDGs), advancing initiatives across education, healthcare, green energy, and environmental conservation.

Investments mobilised through the Programme have helped drive inclusive growth, ensuring that the benefits of economic development extend to communities across the island and that Dominica’s progress remains future-focused and socially responsible.

Transformative Leadership and Strategic Reforms

The CBIU’s success is closely tied to the transformative vision of  Prime Minister Roosevelt Skerrit, who has spearheaded a comprehensive overhaul of the Programme. Under Prime Minister Skerrit’s strategic guidance, the CBIU has strengthened investor confidence through transparent governance, implemented reforms to reinforce rigorous due diligence, and directed investments toward meaningful environmental and social development projects.

This holistic approach has fortified Dominica’s position as a trusted destination for responsible investors and has set new benchmarks for the global investment migration industry.

Dominica’s achievements at CIS 2025 underscore its unwavering commitment to resilience, integrity, and sustainable progress. By tightly linking its Citizenship by Investment Programme to national development priorities, Dominica has created a model for how small island states can leverage investment migration not just for economic gain, but for transformative, long-term nation-building.

As climate change and global development challenges grow ever more pressing, Dominica’s leadership offers a roadmap for other nations seeking to align investment migration with the urgent needs of today and the promises of tomorrow.

Dominica continues to demonstrate that investment migration can be a powerful catalyst for resilience, sustainability, and inclusive prosperity—firmly cementing its place as a global leader in responsible investment migration.
