Strengthening Caribbean Bonds Through Collaboration

On 1 October 2025, the Barbados Tourism Marketing Inc. (BTMI) and the Discover Dominica Authority (DDA) signed the MOU at the Hilton Barbados Resort during the State of the Tourism Industry Conference (SOTIC).

The agreement sets the foundation for joint tourism initiatives, including multi-destination vacation packages, shared marketing campaigns, and collaborative efforts to enhance sustainable tourism development. Both islands aim to create an unparalleled visitor experience while reinforcing the Caribbean’s image as a diverse, world-class travel region.

A Vision for Shared Growth and Connectivity

The newly signed MOU underscores a growing sentiment within the Caribbean tourism sector: collaboration, not competition, is the key to resilience and growth.

The agreement calls for greater synergy in air and sea connectivity, marketing coordination, and knowledge exchange, ensuring that both Barbados and Dominica benefit from shared visitor traffic.

According to Andrea Franklin, CEO of the Barbados Tourism Marketing Inc., the initiative highlights the importance of regional integration.

“If Barbados serves as the hub, we should channel that connectivity to our sister islands, like Dominica, ensuring all destinations benefit,” Franklin stated.

This partnership represents a strategic alignment between a well-established tourism destination and a rapidly growing eco-adventure market. Barbados, known for its cruise industry, festivals, and vibrant cultural scene, complements Dominica’s strengths in nature-based and wellness tourism, creating an ideal balance for travellers seeking a more immersive Caribbean experience.

Dominica’s Perspective: A Partnership Beyond Tourism

For Dominica, the agreement reflects more than just a tourism milestone; it signifies a broader commitment to sustainable economic growth and regional cooperation.

Marva Williams, CEO of the Discover Dominica Authority, emphasised that the partnership opens new opportunities beyond traditional tourism development.

“We all have unique attributes to offer, and this partnership isn’t just about tourism; it’s about creating wider opportunities for our people,” Williams said.

Dominica’s global reputation as the Nature Isle of the Caribbean continues to attract visitors seeking authentic, eco-conscious travel experiences. From the UNESCO World Heritage-listed Morne Trois Pitons National Park to the world-famous Boiling Lake, the island offers a one-of-a-kind escape rooted in sustainability and community engagement. This MOU further positions Dominica as a leader in responsible tourism, aligning perfectly with its national development vision and environmental stewardship.

Key Commitments Under the MOU

The MOU outlines several areas of collaboration aimed at delivering tangible benefits for travellers, tourism operators, and local communities alike.

1. Development of Multi-Destination Packages

Both islands will collaborate to design integrated vacation experiences that allow visitors to explore multiple destinations within a single trip. Packages will combine Barbados’ vibrant urban culture, culinary scene, and beach life with Dominica’s rainforest adventures, waterfalls, and wellness retreats, offering travellers the best of both worlds.

2. Enhancing Air and Sea Connectivity

Recognising that accessibility is central to regional tourism growth, the MOU prioritises improved inter-island travel connections. Both nations will work with airlines and cruise operators to expand routes, improve flight scheduling, and enhance ferry services, ensuring smoother, more affordable travel options for visitors.

3. Joint Marketing and Promotions

The agreement calls for coordinated marketing campaigns across traditional and digital platforms. This includes media exchanges, co-hosted travel expos, influencer collaborations, and destination showcases that spotlight the unique attributes of both islands.

4. Sustainable Tourism and Product Development

Both agencies will share expertise in eco-tourism best practices, hospitality training, and community-based tourism models. The goal is to ensure that growth in visitor arrivals aligns with environmental preservation and local empowerment, core values long championed by Dominica’s tourism sector.

5. Establishment of a Joint Working Group

A dedicated working group will oversee the implementation of the MOU, conducting biannual reviews to assess progress, identify challenges, and refine strategies to maximise the benefits of the partnership.

Creating a Multi-Stop Caribbean Experience

This collaboration between Dominica and Barbados is part of a broader movement to position the Caribbean as a unified, multi-stop travel destination. Rather than competing for market share, regional tourism boards are increasingly recognising the advantages of shared branding and complementary offerings.

Barbados will continue to serve as a cruise and cultural gateway, leveraging its robust tourism infrastructure and international airlift, while Dominica will showcase its eco-adventure, diving, and wellness niches. Together, the islands aim to attract longer-stay visitors who are eager to experience the diversity of Caribbean life, from luxury resorts and culinary experiences to hiking trails and hot springs.

For visitors, this means easier travel, seamless itineraries, and more value from each trip. For the islands, it translates into shared economic gains, increased visibility in global markets, and stronger resilience against external shocks such as global crises or climate-related disruptions.

A Boost for Sustainable Economic Development

The MOU also aligns with Dominica’s broader national strategy to build a sustainable, climate-resilient economy. Tourism remains one of the island’s most dynamic sectors, attracting significant investment under its Citizenship by Investment (CBI) Programme. Many CBI-funded developments, including eco-lodges, resorts, and infrastructure improvements, have contributed to Dominica’s growing reputation as a green investment destination.

By partnering with Barbados, Dominica not only enhances its tourism potential but also strengthens the foundations of regional resilience, cultural exchange, and economic inclusivity.

The Future of Caribbean Tourism

The signing of the Barbados–Dominica MOU marks a pivotal step in redefining how Caribbean nations collaborate to attract global travellers. As both islands continue to evolve their offerings, the partnership serves as a model for other countries seeking to balance growth with sustainability.

Through innovation, shared marketing, and improved connectivity, Dominica and Barbados are creating a blueprint for a more integrated and sustainable Caribbean tourism industry; one that celebrates the unique strengths of each island while offering visitors a truly unforgettable regional experience.
